Abstract:
The Conservation Reserve Enhancement Program (CREP) was implemented to create forested buffers within 150 feet of streams. The targets of the CREP program are agricultural areas within 150 feet of streams. Such areas are eligible for funding to convert those buffers to a forested land use.
Purpose:
This data set illustrates the buffer areas (within 150 feet of a stream, river, etc.) that have an agricultural land use, and are therefore eligible for CREP funding.

This data was derived from the best available streams and land use/land cover (LULC) data available at the time. While the source data are believed to be of fairly good quality, some errors may exist. Software and file format limitations may have created some areas that are larger than the 150 foot forest buffer, and these areas may be identified as eligible for CREP funding.

The data were tested to ensure that each polygon has an attribute, to ensure all polygons are closed without overshoots, and to ensure it is in the proper location within the stated datum/projection.

Created a 150 foot buffer of streams data (as provided by the MD Department of Planning), then intersected with the 1997 Land Use/Land Cover (LULC) data (also provided by the MD Department of Planning). The resultant data, known as the CREP buffers, could be used to illustrate agricultural lands that were eligible for funding, buffer areas that were already forested, and buffer areas with other land usage.

Using TNTmips 6.9, an additional attribute was created to identify the areas that area eligible for funding (as opposed to using multiple LU/LC codes). These targeted areas were then extracted to a separate file. The file containing only the targeted (eligible) areas was then quality checked, making sure that it matched the source data, and any areas within the targeted buffers were properly attributed as targeted or excluded (see Entity and Attribute information for more details). The targeted areas file was then converted to Shape file format.
